Recognizing the importance of managing university assets and its crucial role, we are committed to continuously improving administrative practices and leveraging modern technology. Our goal is to enhance procedures to ensure quality and leadership in alignment with the university’s vision and strategy, which supports the Asir region’s strategy and Saudi Vision 2030. The Directorate has achieved numerous accomplishments in cataloging, safeguarding, and securing university assets, including land, real estate, and movable property. We also propose ways to utilize these assets effectively in accordance with regulatory procedures.

Tasks and Responsibilities
1. Cataloging University Assets and Creating an Electronic Database
• Catalog all university physical assets.
• Create a database using Maximo software.
• Enter all asset data into the General Authority for State Properties database.
• Provide the university’s documentation and archives center with official ownership documents and files related to asset management.
2. Monitoring University Assets and Facilities
• Conduct monthly field inspections of university land and buildings in Abha and surrounding districts.
• Document monthly inspections with periodic reports.
• Report any detected encroachments on university property immediately.
• Notify the appropriate authority directly about encroachments for necessary legal action.
• Coordinate with the relevant authorities in the Asir region to address encroachments.
3. Issuing Permits for Construction on University Property
• Receive requests from internal entities wishing to start construction on university property.
• Submit requests to relevant official bodies for permits and approvals after securing the necessary authorizations.
• Request essential services such as electricity, water, and landscaping after obtaining the necessary approvals.
• Notify official authorities with reports upon completion of construction projects.
4. Obtaining and Updating Property Deeds
• Request hydrological studies and survey elevations for properties needing deeds.
• Follow up with engineering firms to supervise necessary tasks directly.
• Review and follow up with government agencies to complete deed acquisition procedures.
• Update the database accordingly.
5. Transferring Property Ownership to the University
• Follow up with donors or sellers of land and buildings.
• Submit requests to governmental bodies for property ownership transfers and monitor progress.
• Obtain ownership documents after completing the regulatory procedures.
• Update the database accordingly.
6. Allocating Land for University Use
• Identify locations deemed suitable for university purposes.
• Submit requests to relevant authorities for the allocation of these sites.
• Follow up with these authorities until approval and receipt of the sites in accordance with legal procedures.
• Update the database accordingly.
7. Providing Recommendations and Utilization Strategies
• Work with relevant university departments to utilize available sites effectively.
• Propose recommendations for asset utilization and follow up with the concerned authorities.
8. Reviewing Government Departments and Relevant Agencies
• Review all government departments and relevant agencies concerning university assets.
• Follow up with these entities and report updates to the appropriate authority.
• If support from university leadership is needed, escalate the issue for necessary action.
• Request necessary authorizations for staff to facilitate their interactions with external government entities.
9. Resolving Disputes Over University Assets
• Submit suitable proposals to resolve disputes in accordance with regulations.
• Seek guidance on negotiating with disputing parties to resolve issues within regulatory frameworks.
• Organize meetings with disputing parties to reconcile differences and address issues according to instructions.
10. Providing Descriptive and Periodic Reports on University Properties
• Monitor university assets through field inspections and reports from university departments.
• Submit periodic reports on the status of university properties.
• Request the formation of an engineering team or hire a specialized firm to assess property conditions if needed.
• Provide necessary reports to the relevant authority with recommendations for maintaining properties.
11. Participating in Relevant Committees
• Assign staff to committees related to the Directorate’s work.
• Review the roles of committee members.
• Support committees with necessary resources to complete their tasks.
• Implement committee recommendations related to the Directorate's work after approval from the relevant authority.
12. Preserving Official Documents and Legal Records
• Sort official documents and legal records related to university assets.
• Create a file for each asset according to its category.
• Keep copies of plans and survey elevations.
• Archive these documents electronically.
13. Insuring All University Physical Assets
. Submit requests for necessary insurance coverage for university assets.
. Monitor the procedures related to insuring university assets.
. Select the appropriate insurance offer to ensure full protection and preserve the monetary value of university assets.
