    As a result of the expansion and development the university is experiencing, King Khalid University has focused on developing its security system. This has led to the diversification and expansion of the tasks assigned to the General Directorate of Safety and University Security. In light of current events and developments, it has become essential to continuously strive to provide quality and development for preventive safety standards, university security requirements, and traffic arrangements, while establishing a clear mechanism to ensure the smooth running of these operations. This is to serve the staff members and meet their aspirations and expectations.

    Organizational and Procedural Manual:

    First: Procedures for the General Administration of University Security:

    A / Planning

    1. Holding an annual meeting to identify the needs of administrations, units, and departments, and to formulate the distribution of operational objectives submitted by the administrations.

    2. Formulating specific objectives for university security personnel.

    B / Development

    1. Conducting training courses.

    2. Qualification and on-the-job training.

    3. Establishing new units and departments according to the needs of university security.

    4. Introducing modern programs, equipment, and machinery that serve university security.

     

    Second: Procedures within University Security Departments:

    1. Organizing and distributing security personnel and preparing work and shift schedules during official working hours, leaves, and official holidays.

    2. Working to develop security personnel and promote security awareness within the university community.

    General Duties:

    • Managing all safety and security operations at the university, working to prevent incidents, addressing them when they occur, and minimizing their impacts.

    • Conducting preliminary investigations into problems and incidents occurring at the university, whether referred by university officials or discovered by the Security Department.

    • Organizing and monitoring entrances and exits of the university and its units, and verifying individuals’ identities when necessary.

    • Issuing entry permits for the university, its facilities, and units, whether for individuals or vehicles.

    • Supervising traffic movement, organizing parking areas, and identifying traffic violations in accordance with applicable regulations.

    • Monitoring employees and workers of operating companies and institutions, as well as university visitors, within the scope of authority.

    • Preparing security guard shifts at the university during working days, holidays, and vacations.

    • Participating in organizing events and activities in cooperation with all relevant departments.

    University Security:

    The concept of university security is to maintain the stability of security within facilities, buildings, and properties against vandalism, sabotage, or theft, and to provide safety and security for all university employees and visitors, including students, reviewers, and guests, through continuous monitoring and efforts to prevent incidents.

    Duties of University Security:

    • Inspecting and monitoring everything that enters or leaves the university and verifying the identity of the sender and recipient.

  • Monitoring and evaluating the security situation within the university and developing plans and initiatives to prevent security incidents before they occur.

  • Securing the guarding of buildings to ensure their protection and the safety of their users against any danger, theft, or vandalism.

  • Providing the necessary protection and organization for events held at the university and for the university’s distinguished guests and visitors, in coordination with relevant authorities.

  •  

    Third: Procedures within the Traffic Department:

    1. Organizing traffic movement within the university campus.

    2. Issuing traffic violation reports.

    3. Allocating parking spaces for faculty members and staff.

    4. Preparing accident reports and notifying the Traffic Department.

    5. Ensuring traffic safety, personal safety, and the protection of university property.

       

    Fourth: Procedures within the Department of Administrative and Financial Affairs:

    1. Following up and completing all transactions related to personnel (male and female) in accordance with the applicable regulations and administrative bylaws.

    2. Preparing certificates, assignment and transfer decisions, and any decisions required for the work of the General Administration of University Security, and submitting them to the authorized authority for approval.

    3. Preparing employees’ performance evaluation reports and entering them into the university’s human resources system.

    4. Implementing circulars, decisions, and instructions issued by the university.

       

    Fifth: Procedures within the Command and Control Center:

    1. Monitoring the security situation and traffic movement on campus and external sites through surveillance cameras, and reporting any observed violations.

    2. Receiving internal and external reports, directing them to the competent authorities, and following up until closure.

    3. Ensuring communication linkage between all device holders, coordinating communication among them, and managing operations.

    4. Recording daily incidents and actions taken and archiving them in an organized manner.

    5. Following up on all device holders and identifying their locations.
