Rector Issues Special Resolution to Establish the Digital Transformation and Institutional Structure Unit

By Royal Decree No. 49584 dated 29/10/1438 AH, and in precise alignment with Vision 2030, His Excellency the Rector of King Khalid University, Prof. Dr. Faleh Bin Rajaa Allah Al-Solamy, issued a resolution to establish the Digital Transformation and Institutional Structure Unit. The overarching theme of the unit is to accelerate the digital transformation process in the Kingdom. The unit aims to accomplish a series of subgoals, namely to supervise and follow-up on the tasks and requirements of the university's digital transformation aligned with the national policies, plans, and projects. The unit will also design plans, programs, and studies that will completely support and facilitate related workflows. Additionally, it will enhance the efficiency of the project management and reporting system through timely submissions of detailed reports to the Higher Committee for Electronic Transactions and Information Technology. Equally important, the unit will continually review electronic governmental programs and services, propose projects related to digital transformation, and initiate upgrades based on recently established change control processes.

In this regard, CIO, Dr. Salem Fayez Alelyani, said the Rector’s decision to establish this unit comes within the framework of his continuous support for the digital transformation process in the university. Dr. Alelyani pointed out that one of the most important objectives of the unit is to prepare strategic projects, develop policies for digital transformation, and a provide a comprehensive implementation mechanism for all university bodies and companies. He further related that the unit seeks to identify the challenges facing the transformation of the university into a digital society, suggesting proposals to deal with them, and taking advantage of the best global practices in information technology.

The Supervisor of the Unit, Mr. Ahmed Abdulrahman Al-Beheishi, said that the new unit supports the university's digital transformation through the preparation and management of the university's institutional structure to support and enhance the application of standards for information, operational and technical systems exchange, enhancing information security, quality assurance, and risk management. Mr. Al-Beheishi added that a clear roadmap was developed to improve the efficiency and effectiveness of services and electronic systems at the university.

In order to achieve its objectives, the unit seeks to develop proposals for the development of the legislative structure of digital transformation, to optimize the digital assets of the system and to avoid duplication of projects through the optimal utilization of shared platforms and services – thereby enhancing the financial metrics of the university's budget. Lastly, the unit seeks to develop advantageous technical and contractual standards for the university in the contract administration and payment system, accelerating the development of digital services, and initiating proposals in a shorter time frame.
