An Associate Professor at the communication Department of King Khalid University, who is specialized in Radio and Television Information, Dr. Omar Ibrahim Busadh has recommended the inclusion of special laws for rumor in the regulations of media in various states. The special regulation will help in controlling the product of the various TV programs and broadcasting. The Professor stressed on alerting the public of the manipulation that affects television pictures, through media methods, lectures, seminars and educational curricula. Busadh called on people not to rely only on "the eye witnesses" nor on the "informed sources" and nor on "Photos and videos from the internet" as key sources in the dissemination of information through the TV media practice. He also urged the public to rationalize watching TV and to rely more on different and multiple reliable sources - not just a single source - for correct information and to ensure the credibility of the television picture seen, while to avoid watching repeated television images, or the promotional transitions between programs.
This came through a research study entitled: "The rumor industry and promotion through the TV picture" in the methods of using the television image to create rumors; by highlighting the basic frameworks forming the elements of this image in its value and structural context, with a focus on identifying and explaining the techniques that are used to promote the television image of working on the publication of certain rumor and consolidating the viewer's perception through the transfer of media messages. The study answers the question that has imposed itself strongly on the current visual media landscape: How rumor could be created via the TV picture in the light of the widespread modern technologies for communication available to the public. to the point of extending its authority and dominance. Busadh further explained that, creating rumor was by employing various kinds of values in the TV picture in order to influence, misinform and redirect the viewer trends. He added that there were several methods for creating rumor via the TV picture, such as shorthand and deduction in the picture techniques, diversification in the shooting angles and camera movements, programming footage with the manipulation of the elements, the use of montage mechanisms, lighting, combination, special effects, repetition, follow the fake editing for news, use of ignorance methods in the press treatment, relying on the repetition of fake information in promotional transitions, repeating various programs in order to promote rumor and consolidate it.
Dr. Omar Ibrahim Busadh concluded that the TV picture surpassed a reality for a moment of time, thanks to modern technologies, and there is no longer a random pick of the image through the camera in its raw nature as it was before.
