University Security

As a result of the expansion and development the university is experiencing, King Khalid University has focused on developing its security system. This has led to the diversification and expansion of the tasks assigned to the General Directorate of Safety and University Security. In light of current events and developments, it has become essential to continuously strive to provide quality and development for preventive safety standards, university security requirements, and traffic arrangements, while establishing a clear mechanism to ensure the smooth running of these operations. This is to serve the staff members and meet their aspirations and expectations.

Establishment:

The General Directorate of University Security was established in 1419 AH following the royal decree for the founding of the university under the name "Security and Safety Administration." It has undergone several administrative and organizational development stages, covering most of its structures, out of the university leadership's belief in its significant and active role and its crucial place, and the substantial field and administrative tasks and responsibilities it shoulders to enhance the quality of university life on all levels. Administratively, it has been linked to the University Agency since its inception until 1428 AH, when it was assigned the security tasks for female colleges in all cities and governorates of  Asir region. The university issued a decision to connect it administratively to the General Directorate of Administrative and Financial Affairs until 1434 AH, after which it was reconnected to the University Agency. In 1436 AH, the university president approved its upgrade to the General Directorate of Safety and University Security, incorporating two main departments: the University Security Department, which includes the University Security Section for the university city in Al-Quraiger, the Traffic Section, the Permits Section, the Operations Section, and the Security Units in the governorates, and the Safety and Occupational Health Department, which includes several sections such as the Safety Section for male university facilities, the Safety Section for female university facilities, and the Inspection Teams. This structure continued until Ramadan 1443 AH when the university president approved restructuring the General Directorate of Safety and University Security to become the General Directorate of University Security, directly reporting to the University Vice President, focusing exclusively on security tasks to ensure the quality of services provided. The Safety and Occupational Health Department was integrated into the General Directorate of Facilities to unify efforts and enable both sectors to achieve their goals and enhance performance levels.

To be a leader in providing security services for the university, its staff, and visitors.

 

Mission:

To enhance the security and safety of the university educational environment, provide comprehensive services to university members and visitors, and raise awareness to preserve the university's achievements and properties.

Objectives:

  1. Ensure the safety and security of individuals, buildings, and properties within the university units.
  2. Achieve safety and security across all university units.
  3. Establish and implement a comprehensive system for the General Directorate of University Security and continuously work on its development.
  4. Maintain order and improve the level of discipline within the university.
  5. Train department members and enhance their discipline and efficiency to perform their assigned tasks.
  6. Educate university members and visitors about their duties and preventive measures.
  7. Organize traffic and parking and focus on traffic flow around university buildings and parking areas.

General Goals:

  1. Establish and implement an integrated security and safety system at the university, continuously develop it, and coordinate with relevant security entities both inside and outside the university.
  2. Preserve lives and properties within the university.
  3. Maintain order and improve the level of discipline within the university.
  4. Be prepared and participate in emergencies, coordinating with other university departments regarding incidents and natural disasters, and develop a response plan.
  5. Enhance the role of university security personnel, attract and train competent staff, and qualify them to perform security tasks at the university.
  6. Study, develop, and update security systems in buildings and facilities, keeping pace with modern technologies.
  7. Ensure the application of security principles in all operational and maintenance activities.
  8. Educate university members about their duties and preventive measures in emergencies 
  9. and disasters to ensure they can be utilized when needed.

Organizational and Procedural Guide:

First: Procedures for the General Directorate of University Security:

A / Planning

  • Hold an annual meeting to identify the needs of departments, units, and sections, and draft the distribution of operational objectives submitted by the departments.
  • Draft specific objectives for university security staff.

B / Development

  • Conduct training courses.
  • Provide on-the-job qualification and training.
  • Establish units and departments based on the needs of university security.
  • Introduce modern programs, equipment, and tools that serve university security.

Second: Procedures in University Security Departments:

  • Organize and distribute security personnel, prepare work schedules, and arrange shifts during official working hours, holidays, and official vacations.
  • Work on developing security personnel and raising awareness about security matters within the university community.
  • Monitor and evaluate the security situation within the university and develop plans and initiatives to prevent security incidents before they occur.
  • Ensure the guarding of buildings to protect them and their occupants from any danger, theft, or vandalism.
  • Provide necessary protection and organization for university events and for university guests, including dignitaries and visitors, in coordination with relevant entities.

Third: Procedures in the Traffic Department:

  • Organize traffic movement within the university campus.
  • Issue traffic violations.
  • Allocate parking spaces for faculty members and staff.
  • Prepare accident reports and notify the Traffic Department.
  • Ensure road safety and the safety of lives and university properties.

Fourth: Procedures in the Administrative and Financial Affairs Department:

  • Follow up and finalize all transactions related to staff (men and women) according to the system and administrative regulations.
  • Prepare affidavits, assignment decisions, transfers, and other decisions required by the General Directorate of University Security, and submit them for approval to the authorized person.
  • Prepare performance reports for employees and enter them into the university's human resources system.
  • Implement circulars, decisions, and instructions received from the university.

Fifth: Procedures in the Control and Command Center:

  • Monitor the security situation and traffic movement within the university campus and external sites via surveillance cameras and report any observed violations.
  • Collect internal and external reports, direct them to the specialists, and follow up until the report is closed.
  • Coordinate communication between all device holders and manage operations.
  • Record daily events and actions taken and maintain them in an organized manner.
  • Follow up and monitor all device holders and determine their locations.
